In a large bowl, whisk together sugar, butter and egg until well-combined. Stir in half of the flour mixture, followed by the buttermilk and vanilla extract. Stir in remaining flour mixture and mix until almost all the dry ingredients have been combined. Stir in chocolate chips and remaining chopped walnuts until evenly distributed.
The walnut flour is combined with the rest of the ingredients to make a thick batter studded with chocolate chips and more chopped, toasted walnuts. Beat in the eggs, one at a time, scraping down the sides of the bowl with a spatula as needed, followed by the vanilla. Add in the cornstarch, baking soda, salt, cake flour and all-purpose flour and mix on low speed until just incorporated. Add in the chocolate chips and chopped walnuts and mix until just combined.
